Organizational Context

  • At this grade level, staff receive supervision, but are able to work under broader instructions developing analytical tools and achieve outputs for effective supply chain execution Job holders may also act as team leaders in smaller supply chain operations working closely and in coordination with the relevant stakeholders

Background and Purpose of the Assignment

  • WFP Supply Chain supports beneficiaries in the northeast of Nigeria on a monthly basis through the Programme unit by implementing the Supply Chain components of food distribution to the people we serve
  • The holder of this position provides support to the overall supply chain operations and takes responsibility for technical and specialized works directly related to the area office operations
  • She/he is expected to be involved in the day–to-day activities and closely analyze and supervise the ongoing undertakings at the area office and field level to ensure supply chain strategies are implemented
  • She/he is also expected to manage teams within logistics operations and demonstrate high level of analytical and initiative skills to deal with complex issues within her/his areas of responsibility
  • The position holder shall support with streamlining and strengthening the coordination with WFP partners, vendors and government counterparts on supply chain operations to improve on the overall effectiveness along the value chain
  • She/he is expected to continuously assess the field operations in terms of activity progress, capacity, partner performance and ensure appropriate resources and capacity are deployed to the field to address any logistical bottlenecks

Accountabilities / Responsibilities

  • Engage in the end-to-end operational supply chain by coordinating the downstream delivery pipeline whilst ensuring last-mile delivery to the Final Delivery/Distribution Point (FDP)
  • Contribute, in collaboration with the logistics upstream operations and resource management teams, to the operational resource pipeline planning through periodic forecast and analyses of resources to identify and address gaps early enough
  • Monitor and analyze the evolving needs of the food requirements in terms of food basket and quantity and advise Area Office Management accordingly on the pipeline situation against each commodity
  • Coordinate with the Programme team on the planned Food Release Notes (FRNs) for various activities
  • Coordinate the call forwards from Logistics hubs for the Northeast operations, ensuring timely replenishment and mobilization of food
  • Emergency preparedness and action – Act in an assigned emergency response capacity as required to meet emergency food assistance needs
  • Coordinate the deployment of assets including logistics support equipment (LSE) based on availability to partners in the field
  • Build and maintain productive partnerships with both internal and external counterparts amongst government and other local organizations, NGOs and private sector to exchange information and achieve the goal of cost-effective supply chain operations
  • Continuously monitor the performance of partners’ supply chain operations to ensure that appropriate controls and systems are in place
  • Embark on regular field visits for on-site logistics assessment of partners’ operations on the ground and providing informal training and support as necessary
  • Manage accurate and timely reporting including provision of substantial analysis of supply chain activities and trends to enable informed decision-making and consistency of information presented to a wide range of stakeholders
  • Plan and undertake training activities for staff and other partners to build capacity and transfer knowledge
  • Gather market intelligence through research and networking, thus improving the knowledge basis available to the Area Office and the Programme, and process and analyze proposals to deliver efficiently
  • Represent Logistics in meetings with internal and external stakeholders, ensuring WFP Logistics interests and needs are highlighted and addressed
  • Perform necessary financial and operational analyses and advise Area Office Management and Country Logistics Management on strategies and solutions to address challenges, leading to efficient and effective logistics operations
  • Other duties as required

Deliverables at End of Contract
At the end of the 12 months initial period, the selected candidate is expected to have:

  • Demonstrated ability to provide technical advice, guidance to junior staff, INGO/NGO partners and governments counterparts, through capacity building for the management of food systems;
  • Maintained productive partnerships with other internal units and external counterparts through a coordinated approach that ensures last mile delivery of food assistance to the people we serve;
  • Demonstrated capacity to plan, coordinate and monitor deliveries to all destination locations by activity and transport modality within the northeast as well as contribute to the attainment of at least 90% against the plan for the year;
  • Provided resource pipeline monitoring through monthly stock gap analysis matching distribution plan with stocks in inventory and requirements to support planning;
  • Supported the attainment of high data reliability index for the Area Office and Country Office as whole, by ensuring that all food commodity movements to cooperating partners are captured timely and correctly in the WFP commodity tracking system (ie LESS) properly received in the Last Mile application;
  • Supported and monitored in-kind distributing partners to ensure percentage of post-delivery losses is kept below the 2% threshold of total commodities delivered;
  • Analyzed the required resources in various FDPs and coordinated the mobilization of logistics support equipment as needed Demonstrated great analytical skills to prepare logistics CONOPs for the Area Office for logistical bottlenecks and on needs basis whenever there is a surge in operation;
  • Show ability to prepare and perform review of Supply Chain budget component in Field Level Agreements, TAs, MOUs etc as well as carry out performance evaluation of contacted service providers
  • Produced logistics reports and communication (SitReps, NFRs, briefing notes, presentations, and operational overviews etc) in WFP’s standardized formats as required
  • Kept up to date the Supply Chain incident matrix with analyses presented to support risk assessment, mitigation, lessons learnt and cost recovery as applicable;
  • Collaborated closely with Supply Chain management and colleagues to minimize risks and improve overall efficiency of the operations;
  • Demonstrated ability to communicate effectively, know how to proactively engage external actors in recognizing potential issues, resolutions and opportunities;
  • Become a role model of the values, principles and standards of WFP, actively contributing to creating an enabling, inclusive work environment through respectful and constructive communication and holding self and other team members accountable for their actions
  • Supported the enforcement of the WFP zero-tolerance policy against harassment in the workplace and ensured inappropriate behavior is dealt with in a timely manner and in accordance with relevant policies and procedures

Qualifications and Experience

  • Advanced University Degree in Economics, Commerce, Business Administration, Public Administration, Engineering, Legal, Accounting or other relevant fields.


  • Minimum of three years relevant professional experience is required in commercial or humanitarian transportation sectors, warehouse and commodity management, logistics and Supply Chain Management, data and costs management and analysis, working with vendors or other partners, working in insecure and difficult environments
  • Experience in both development and humanitarian contexts is an added advantage

Desired Experience:

  • Analytical and conceptual work in support of strategy design and implementation Coordination of supply chain activities across functions and with external partners Experience with process improvement and performance management

Knowledge & Skills:

  • Proficiency in Windows, MS Office (Word, Excel, PowerPoint, Outlook) Strong analytical and critical thinking skills and ability to write accurately and concisely Ability to work in a multicultural environment with sound interpersonal and communications skills


  • Fluency (level C) in the English language

Terms and Conditions

  • The selected candidate will be employed on a fixed-term contract with a probationary period of one year.
